Sailing in the beautiful Chichester harbour at a club with a large home fleet. This is traditionally the largest turnout of the year. Tides will play a part, but the wind is usually excellent with good sea breezes.

Details for getting access to Thorney Island Sailing Club

Thorney Island Sailing Club is located on an active Army Base, therefore there are security controls in place for access.

When you arrive at Thorney Island ( Church Road, Thorney Island, Hampshire, PO10 8DS 

TISC on Google Maps ) you will first approach the Army security gatehouse.

Entry to the Millennium event will mean you are placed on an access list which will be kept at the gatehouse. You do no not need to get out of your vehicle but please have your photo ID ready for the guard to check, and state that you are here for the Sailing Club Millennium Event. They will then issue you with a pass for the weekend which you must display in the front of your vehicle at all times.

Note: When arriving at the island, it is essential that you come with photo-ID, failure to do so will prevent you gaining access to the base. Please be advised that there is a 20mph speed limit on the whole of the island as soon as you pass through the barrier.

Directions once you have passed through the Army security gate

Once you have passed through the Security gate take the first left, the road will then curve to the right. When the road straightens pass the left hand turn and keep heading straight on with the large hangers on your right. You will then come to a crossroad where you should turn left.

This will take you over the old runway. Now beware of speed humps!! Stay on this road and you will enter a residential area. You will pass the large Army Mess building on your left.

Keep straight on, when you come to the end of the trees on the right turn immediately right into the car park.

NOTICE OF RACE

1.0 RULES

  1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing 20212024.
    1. The Measurement Rules, Event and Series Rules, and the 2023 Millennium Series Rules of the 2000 Class Association shall apply.

All documents are available on the Class Association website.

    1. Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it.
    1. The RYA Arbitration of the RYA Rules Disputes procedures shall apply. The outcome of an RYA Arbitration can be referred to a protest committee, but an arbitration cannot be reopened or appealed. This changes RRS Part 5B, Rule 63.1.
    1. The Equipment Rules of Sailing shall apply.
    1. The sailing instructions may also change the Racing Rules.
    1. ADVERTISING
    1. Boats are required to display advertising chosen and supplied by the Organising Authority.
  1. ELIGIBILITY & ENTRY
    1. The regatta is open to all boats of the 2000 class that meet the obligations of the 2000 class rules.
    1. Either the helm or crew of the boat shall be a member of the 2000 Class Association or otherwise meets the requirements of 2000 Class Measurement Rule 5.2.
  1. Eligible boats shall enter by midnight on 28/06/2023

Payment details can be found on the entry form. 

    1. If it is known at registration that a crew will be changed, then all crews shall be registered with the Race Committee including which days they will be sailing. Any subsequent crew changes during the event shall require written approval by the Race Committee.
    2. A Junior Entry comprises a Helm and Crew where both are under 21 on the last day of the event.
    3. The Organising Authority may acknowledge receipt of entries and payment.
    4. Parent/Guardian Declarations: All helms and crews under 18 years of age during the event shall submit signed Parent/Guardian Declarations as part of the entry process and submit details of the person(s) acting in loco parentis at registration.
    1. The Organising Authority may cancel the event, cancel classes and reject or cancel entries in its absolute discretion, subject to RRS 76.
  1. FEES

Entry fee is £35.00 per boat/weekend £20 per boat/one day

Entry fees for Youth competitors (aged 21 years or under and in full time education) Helm only £20.00 per boat.

Helm and Crew £15.00 per boat.

(Alternatively, cash will be accepted on the day of the event).

Entries will only be accepted when payment in full has been made.

Should the Organising Authority cancel a class or reject an entry they shall refund the entry fee in full.

Should the Organising Authority cancel the event within 36 hours prior to the scheduled start of race 1 any refunds will be at the sole discretion of the organising authority.

2. SCHEDULE

    1. Registration: Boats shall register in the Clubhouse between 0800 0900
    1. It is intended to run 6 races split over 2 days. The schedule of races is set out in 5.5 but may be changed by the Race Committee depending upon prevailing weather and conditions.
    2. It is intended to run races back-to-back.

3. MEASUREMENT

    1. Boats, equipment and sails may be weighed, measured, or inspected for compliance with class rules prior to, during or after racing.
    1. Inspections may be carried out by the Technical Committee (Rule 92) or their appointed representative.

4. SAILING INSTRUCTIONS

Sailing Instructions are available from the DOWNLOAD section below on this page and available online from the Thorney Island Sailing Club website.

5. VENUE

Racing will take place out of Thorney Island Sailing Club.

6. THE COURSES

    1. The courses to be sailed will be within the Thorney Channel and Chichester Harbour.

      b. Course diagrams will be included in the Sailing Instructions.

7. PENALTY SYSTEM

Rule 44.1 is changed so that the Two Turn Penalty is replaced by the One Turn Penalty.

8. SCORING

    1. One race is required to be completed to constitute a series.

      b.(a) When fewer than four races have been completed, a boats series score will be the total score of her races.

         (b) When from four to six races have been completed, a boats series score will be the total of her race scores excluding her worst score.

9. SUPPORT BOATS

All support boats shall be registered with the organizing authority and will be required to comply with event support boat regulations.

All support boats shall clearly display at all times while afloat any identification if supplied at registration by the Organising Authority.

Support boats with team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the starting sequence until all boats have finished, or the race committee signals a postponement, general recall or abandonment.

10. BERTHING AND LAUNCHING

Boats shall be unloaded, rigged, and kept as directed on the day.

11. RADIO COMMUNICATION

Except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This restriction also applies to mobile telephones

12. PRIZES

    1. The winners will be awarded first.

      b. Other prizes may be awarded at the discretion of the Organising Authority.

13. RIGHTS TO USE NAMES & LIKENESSES

Competitors automatically grant to the Organising Authority and their sponsors without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped, or filmed television of or relating to the event.

14. RISK STATEMENT

Rule 4 of the Racing Rules of Sailing states: The responsibility for a boats decision to participate in a race or to continue racing is hers alone.

Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:

  1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
  2. They are responsible for the safety of themselves, their crew, their boat, and their other property whether afloat or ashore;
  3. Their boat is in good order, equipped to sail in the event and they are fit to participate.
  4. The provision of a race management team, patrol boats, umpires and other officials and volunteers by the event organiser does not relieve them of their own responsibilities.
  5. The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.
  6. It is their responsibility to familiarise themselves with any specific risks to this venue or this event drawn to their attention in any rules and information produced for the event and to attend any safety briefing at the venue.

15. INSPECTIONS: The fact that race officials may conduct inspections of a boat does not reduce the responsibilities set out in this Notice of Race

16. INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3 million per event or the equivalent.
